Will there be buying frenzy ahead of the buy-to-let Stamp Duty changes in April?

This week the Chancellor shocked the housing market by announcing a 3% Stamp Duty hike for second homes and buy-to-let purchases. A consultation is yet to come but the changes will be implemented from 1 April.
