“Only the unethical landlord may have something to fear from such regulation.”
Dave Evans added: “Fourth time? Any landlord found in breach a second time should have the property subject to a compulsory purchase order at its market value in its current state.
“Probably almost nil in this case. It’s unacceptable to house people in such conditions.”
