The Lloyds Banking Group Housing Senate brings together senior leaders from across the housing, mortgage and property sectors to explore the current challenges and opportunities that are shaping the future of housing in the UK.
Now in its third sitting, the Senate will examine the progress made since 2024 and discuss the priorities and actions needed to deliver a more inclusive and sustainable housing system. Chief executive, National Residential Landlords Association
Ben Beadle is chief executive of the National Residential Landlords Association (NRLA), the UK’s largest membership organisation for private residential landlords, representing more than 115,000 members providing 1.5m homes.
A landlord himself for more than 20 years, Ben has spent his career in property and housing, holding senior positions at the Tenancy Deposit Scheme and Places for People before leading the creation of the NRLA in 2020. A familiar face across the property industry and national media, Ben works closely with government, policymakers and industry leaders on the major issues affecting landlords, investment and the private rented sector. He is a passionate advocate for responsible landlords and for creating the conditions needed to encourage investment, increase housing supply and deliver good outcomes for tenants.
Ben is now leading the NRLA’s next phase of development as it evolves its member proposition through policy influence, practical support, education, technology and services designed to help landlords operate successful and compliant rental businesses.
CEO, Mortgage Brain
Zahid Bilgrami is CEO of Mortgage Brain, where he is leading the transformation of mortgage distribution through a fully integrated platform that connects brokers, lenders, and technology providers. With extensive experience in financial services, technology, and corporate strategy, he is focused on driving innovation and improving connectivity across the mortgage ecosystem.
Prior to joining Mortgage Brain, Zahid served as CEO of Defaqto, where he led a private equity-backed management buyout and successfully delivered the subsequent sale and integration of the business into Fintel. Earlier in his career, he held roles in business consulting at Andersen and in group strategy and M&A at Balfour Beatty.
A qualified ACA, Zahid also holds an MBA with distinction from London Business School.
Alongside his executive responsibilities, Zahid has a deep interest in artificial intelligence, particularly its responsible application within financial services. He is passionate about raising standards across the industry in the adoption and use of AI, helping organisations cut through the hype and focus on practical, sustainable value. As AI becomes increasingly embedded in mortgage and financial advice services, Zahid believes the industry has a responsibility to use the technology in ways that support professionals, enhance customer trust, and deliver better outcomes for consumers.
Chief sustainability officer, Barratt Developments
Bukky Bird is chief sustainability officer and a member of the executive committee at Barratt Redrow and also serves as a non-executive director of the British Standards Institution.
A dedicated supporter of collaboration, she is committed to ensuring Barratt Redrow plays a leading role in shaping a more sustainable future for the UK and beyond, and she works with a diverse range of stakeholders to address key industry challenges.
With a background in engineering and environmental design, Bukky has previously held leadership roles at Tesco and WSP, and has also served on the board of Notting Hill Housing Association.
Managing director, Bewley Homes
Andrew Brooks is the managing director of Bewley Homes, a housebuilder developing over 450 homes a year in the South East. He started his career at Bewley in 1995, initially working in construction, before moving to the land department and becoming land director in 2002.
In 2012 he was appointed managing director and has overseen sustained growth in the company from a turnover of £25m to £140m in the last financial year. In 2012 Bewley Homes was a bespoke housebuilder with an average selling price of £1.4m but now builds a wide range of house types, including mixed schemes of two, three, four and five-bedroom houses with an average selling price of £650,000 and average site size of 85 units.
Whilst focus over the last decade has been on growth due to the ongoing market conditions, Bewley is currently restructuring the business, focusing on smaller sites and land promotions.
Chief executive, Mortgage Advice Bureau
Peter has been the CEO of MAB since 2001, and has led the business to become one of the sector’s leading and most forward thinking mortgage broker and network, as well as the UK’s most recognised intermediary consumer brand. In May 2026 Peter listed MAB on the Main Market of the London Stock Exchange and the business has since grown to over 2200 advisers completing on over £30bn of lending PA.
Peter is responsible for company strategy, including an increasing number of investments and acquisitions, and is a big advocate of the intermediary sector, championing the importance of embracing technology to evolve the intermediary proposition to meet customers’ rapidly changing needs and expectations.
CEO, Houseful
Charlie was appointed CEO of Houseful in 2018, following the company’s £2.2bn acquisition (then trading as Zoopla Property Group Ltd) by Silver Lake and Red Ventures.

Strategic divisional managing director, Miller Homes[
He is responsible for the expansion and development of the Group’s strategic landbank and the successful promotion of sites through the planning system to ensure its growth aspirations can be fulfilled.
He has over 30 years’ experience in town planning and land development and is a chartered town planner.
Chief executive, AMI
Stephanie joined the Association of Mortgage Intermediaries (AMI) as chief executive in February 2025, having held previous roles within key distributors spanning 27 years.
Most recently, she was group partnerships & propositions director at Sesame Bankhall Group and previously director of mortgages at specialist distributor Positive Lending, and head of mortgages & insurance at Mortgage Intelligence.
Throughout her career working across the intermediary sector, Stephanie has been a passionate promoter of the need for, and value of, advice.
Chief executive, Stonebridge
Rob started his career as a mortgage adviser, leading to being a founder and investor in numerous broking businesses. He led the acquisition of Stonebridge in 2015 and became chief executive in 2019. Previous roles include UK managing director of Virgin Money, director at West Bromwich Building Society, and founder of Mortgageforce.
Rob pioneered professional standards as an inaugural director of the Mortgage Code Compliance Board, and deputy chairman of AMI. He currently advises the Financial Conduct Authority, in his fourth year as a member of the FCA’s Smaller Business Practitioner Panel: the only representative from the mortgage advice sector.
He has achieved numerous industry accolades including Mortgage Personality of the Year, Mortgage Strategist of the Year, and Change Maker in both 2025 and 2026. Rob was also recognised by the industry as ‘Network Business Leader’, for the third time, at the 2025 British Mortgage Awards.
Lender services relationship director, Connells Group
Graham is lender services relationship director for Connells Group, the largest property services and estate agency networks in the UK.
Connells Group has a branch network of over 1,200 offices trading through 88 estate agency brands plus The New Homes Group, which offers specialist mortgage services to the new homes market.
Connells Group acquired Countrywide in March 2021 (including NEXT Intelligence and Dynamo) which means the group now sells 10% of all properties within the UK and submits over £40 billion in mortgage applications a year.
After graduating from Birmingham University, Graham spent 23 years with Abbey National/Santander, holding various senior roles within marketing and retail banking before joining Connells Group in November 2016.
Group corporate affairs director, Barratt Developments
Tim joined the group in 2014 as the regional head of communications, before becoming group head of corporate communications in 2016. He was appointed to his current role and joined the executive committee in September 2022. Tim is responsible for the Group’s internal and external communications and public affairs. He also holds executive committee responsibility for Gladman Developments.
Tim brings significant political and industry experience, having held the roles of deputy director of communications at the Conservative Party, chief of staff to the shadow housing minister and deputy director external affairs at the HBF. He has a Law degree from University College London and is also a trustee of the Barratt Redrow Foundation.

Lucian Cook is one of the country’s most authoritative housing market commentators, having been a director in Savills much-respected research team since 2007.
As an industry figurehead he regularly presents on the UK housing markets and frequently appears on radio and television. At Savills he leads a team of 30 highly respected researchers. Collectively they cover everything from social housing to the prime markets of central London and development land to residential investment.
Group director of development, Clarion Housing Group
Richard has over 30 years’ experience in the property industry and has led the delivery of complex mixed-use regeneration projects across the world.
As group director of development, Richard is responsible for leading and implementing Clarion’s ambitious development strategy to deliver sustainable communities across England and is responsible for the group’s sustainability strategy.
He leads a team of over 200 staff who have responsibility across the development lifecycle from new business, through to delivery and customer care.
Richard is a member of both the NHBC Foundation and Quality Expert panel.
Managing director, distribution, L&G
Ali Crossley is managing director, distribution, of Legal & General’s newly formed retail division.
Legal & General, Retail brings protection, retirement income, savings, lending and advice, fintech and mortgage businesses under one umbrella. It has over 5.5 million UK life insurance policyholders, over 1.8 million people in group protection schemes and almost 1.3 million UK term-life insurance policyholders.
Ali is responsible for leading the integration of all distribution activity, which includes intermediaries, banks, affinity and aggregator channels.
She also oversees Legal & General’s surveying business LGSS, and mortgage-related businesses, Mortgage Club and Smartr365.
Before joining Legal & General in 2019, Ali was the managing director of BGL’s affinity business, Junction.
Her other financial service roles include chief operating officer at Saga Financial Services and marketing director and director, retirement income at Prudential plc.
She’s also a non-executive director of Age UK Enterprises.
Head of strategic accounts - lender, Legal & General
Greg is Head of Strategic Accounts – Lender at Legal & General Mortgage Services (LGMS). He co-heads the lender team at LGMS, overseeing lender relationships across the mortgage club, the Ignite technology platform, and Legal & General Surveying Services.
Greg joined Legal & General in April 2024, following a successful career in the mortgage intermediary sector. He began his career at Alexander Hall, a London-based mortgage brokerage and part of the Foxtons Group (London’s largest estate agency), joining straight from university in 2007 on a trainee mortgage adviser scheme. Greg spent several years as a mortgage adviser, becoming one of the company’s top performers, before progressing to a team leader role.
Three years later, Greg was promoted to Operations Director, where he was tasked with creating and managing a New Homes adviser department within the business. After two successful years in this role, he was appointed to the senior management team as Director of Lender Relationships and New Homes, taking responsibility for all lender relationships across the company.
In 2022, Greg joined LDN Finance, a City of London-based brokerage specialising in high net worth and specialist lending, as Chief Operating Officer. In this role, he oversaw the creation of LDN Private Clients, a sub-brand focused on HNW clients, and established a later life lending division within the business, including equity release advice. Greg also held the SMF16 (Compliance Oversight) function, carrying responsibility for the firm’s compliance oversight as part of his role.
Chief executive, Vistry
Adam Daniels was appointed chief executive officer of Vistry Group in April 2026, following a successful leadership career across the business. As CEO, he is focused on strengthening financial performance, driving cash generation, improving open market sales and maintaining a disciplined approach to inventory to support sustainable growth.
Prior to becoming CEO, Adam served as executive chair of Vistry Group Yorkshire, North Midlands & West, overseeing 10 regions and more than 1,000 employees across England. He focused on improving profitability, strengthening long-term business performance and enhancing customer satisfaction through process improvements and cross-functional collaboration.
Adam studied Quantity Surveying and Construction Commercial Management at Nottingham Trent University. He joined Bloor Homes in 2009, moved to Galliford Try Partnerships in 2014 before joining Countryside Partnerships in 2016 to help establish its West Midlands business.
He progressed through a series of senior roles, becoming managing director of the West Midlands region and later divisional managing director responsible for multiple regions. In 2022, he led regions across the Midlands and South West, delivering strong financial performance and successfully navigating the Countryside acquisition by Vistry Group.
With extensive experience in housebuilding and partnerships, Adam has worked closely with local authorities, affordable housing providers, investors and communities. He’s also passionate about developing future talent, championing apprenticeships, skills development and opportunities for young people entering the industry.
Head of sustainability, CALA Homes
Kathryn Dapré is a sustainability leader with over 30 years’ experience across roles in the public and private sectors and academia. She is currently head of sustainability for Cala Group Ltd, one of the UK’s major housebuilders, where she is responsible for developing and delivering its sustainability strategy. Under her tenure, Cala’s Scope 1 and 2 emissions have fallen by over 50%, and she has overseen the launch of Cala’s Urban Wildlife Strategy and Community Pledge initiatives. She is an active member of the Future Homes Hub, which brings UK housebuilders together to collaborate on key industry issues in relation to sustainability. She contributed to its sector Net-Zero Transition Plan, Environmental Metrics Toolkit, and Homes for Nature Commitment. Kathryn is also chair of the ESG Advisory Panel at Kingdom Housing Group, a social housing provider working across central and eastern Scotland.
Executive director, IMLA
Kate studied German at Durham University and started her career in local government, then moved to the Building Societies Association/Council of Mortgage Lenders, where she became the CML’s specialist on mortgage regulation.
Since leaving the CML in 2008, Kate has worked freelance for a number of trade associations and served for six years as a non-executive director at the Darlington Building Society.
She succeeded Peter Williams as IMLA’s executive director in January 2018.
Executive director, Zoopla
Richard Donnell is executive director at Zoopla and one of the UK’s leading authorities on housing market dynamics and their impact on mortgage lending.
With a background spanning Savills, Hometrack and ZPG – across property risk, valuations and data analytics – he advises lenders, policymakers and investors on consumer behaviour and where the market is heading. Richard is a trusted voice on affordability, property taxation and the structural shifts that will define mortgage lending through the rest of this decade. He is a fellow of RICS.
Chapter managing director, Just Mortgages
John Doughty began his career in the world of television, where he developed a passion for communication and presenting skills that continue to shine through in his professional life today.
He later transitioned into estate agency, where his drive and dedication quickly became evident. In 2010, John joined Just Mortgages as a Mortgage Broker covering the Weston-super-Mare and Taunton areas. Over the years, his commitment to excellence and consistent performance saw him rise through the ranks.
Now operating as a chapter managing director, John oversees the new build and shared ownership divisions of Just Mortgages, alongside leading half of the company’s estate agency-based mortgage business.
Known for his energetic approach and strong leadership, John has also become a recognisable face through his much-loved video series In Talks with JD, where he explores key industry topics and insights. His deep industry knowledge, coupled with a love for presenting, makes him a respected and influential figure within the business.
Chief executive, Crisis
Matt Downie MBE has been chief executive of Crisis since January 2022.
He is one of the country’s leading experts and advocates on ending homelessness, serving on advisory bodies for the UK, Welsh and Scottish Governments, as well as international committees. He was awarded an MBE in the 2019 Queen’s birthday honours, for ‘Services to tackling homelessness’.
Matt was Crisis’ director of policy and external affairs from July 2014, leading a number of significant initiatives in policy, research, best practice and service development in homelessness. This includes leading the campaign to achieve the Homelessness Reduction Act which came into force in 2018.
Prior to his work at Crisis, Matt led award winning teams and successful campaigns at Action for Children and the National Autistic Society, and he began his career at Shelter.
Matt is also the chair of London Youth Theatre, and the UK Board representative for FEANTSA, the European-wide body on homelessness.
Chief executive, Delta Housing
Paul Edwards is chief executive of Delta Housing, one of the largest housing associations in the East of England.
A qualified accountant and experienced housing leader, Paul spent much of his career in senior finance roles before becoming a chief executive. His experience spans treasury, investment, governance, regeneration and organisational transformation, with a strong focus on building financially resilient organisations that deliver lasting social impact.
Paul is a member of the NHF’s Finance Policy Advisory Group, contributing to sector thinking on the financial and policy environment for social housing. He is also a board member at Local Space, which helps tackle family homelessness by providing high-quality, settled homes that create foundations for successful lives.
Paul is leading the integration of CHP and Estuary Housing Association to create Delta Housing. His priorities are excellent customer service, safe and sustainable homes, strong governance and increasing the supply of affordable housing.
His personal ambition is to “be a good ancestor”, leaving a lasting legacy of affordable homes and stronger communities for future generations.
Chief finance officer, Platform Housing
Rosemary is currently handing over to her successor after six and a half years as the chief finance officer of Platform Housing, a Midlands-based association that owns over 52,000 homes.
She is a chartered accountant (FCA, ICAEW) who trained with PWC and has worked in social housing for over 40 years. She is passionate about providing good quality housing for all.
Rosemary has been chief finance officer of three large London housing associations and has carried out change roles at organisations all over England and Scotland and supported organisations in regulatory difficulty and set up transformation programmes. Rosemary holds and has held a number of non-executive roles on the boards of housing associations, schools and not-for-profit companies. She is moving forward as a change consultant and non-executive director in the future.
Managing director, CG Fry & Son
Philip Fry is the third-generation member of the Fry family to run CG Fry & Son. After qualifying as a quantity surveyor and working in London, he returned to work for the family firm in 1991.
In 1997 Philip became managing director and the company has since grown to a reginal SME turning over £150,000,000 and employing around 230 direct employees, building a reputation as one of the leading quality builders in the South West.
The company carries out a mixture of development and general contracting work.
Philip has been involved in the Duchy of Cornwall Poundbury project since 1993, being the first developer chosen to carry out works in 1993, as well as Nansledan in Cornwall. From the experiences learnt at Poundbury and Nansledan the company has applied these principles to its own developments and works with other legacy landowners across the south of England such as Welborne and Mountbatten Park in Hampshire.
Managing director, e.surv Chartered Surveyors
Steve Goodall is managing director of e.surv Chartered Surveyors and has more than 20 years’ leadership experience across valuation, surveying, property risk and conveyancing.
He has held senior positions at ULS Technology and Legal & General Surveying Services and has built a distinguished career within the property and mortgage sectors. At e.surv, Steve has led the business through a period of significant transformation, helping to modernise valuation practices while maintaining the professional standards and governance that underpin lender confidence.
In 2026, he was named Business Leader: Surveyor at the British Specialist Lending Awards in recognition of his contribution to the valuation and specialist lending sectors. Steve is also an honorary fellow of The Royal Institution of Chartered Surveyors (RICS).
Deputy chief executive, Amplius
Rob is deputy CEO at Amplius, a Midlands-based housing association formed through the merger of Longhurst Group and Grand Union in December 2024.
Amplius is one of the largest housing providers across the Midlands, East and Southeast of England, owning and managing more than 40,000 homes and delivering a range of services including care and support, specialist housing and home ownership options. It is a strategic partner with Homes England delivering around 1,000 new homes a year.
Rob originally joined Longhurst Group in 1994 and was appointed chief financial officer in 2006. He became deputy chief executive in 2015 and assumed the role of deputy chief executive at Amplius in December 2024. At Amplius, Rob has executive responsibility for finance and treasury, alongside oversight of the wider back-office functions that support the organisation’s operations and strategic delivery
Beyond his executive responsibilities, Rob is the chair of the National Housing Federation’s Finance Policy Advisory Group. He previously served as a member and chair of the Housing SORP Working Party and was a member of the Financial Reporting Council’s UK GAAP Technical Advisory Group until December 2024.
Strategic partnerships director, LSL Financial Services
Craig Hall is director of strategic partnerships at LSL Financial Services, part of the LSL Property Services Group. Craig is responsible for the relationship management of lenders, protection and general insurance (G.I) providers and all associated New Homes partners.
Craig has 30 years’ experience in financial services, spending the first 11 years in the retail banking followed by almost 16 years at L&G in intermediary mortgage and insurance distribution, prior to joining LSL in September 2021 originally as director of new homes financial services.
Executive director of housing, Crisis
Chris rejoins Crisis from Hastings Borough Council where he was head of housing and oversaw an acquisition programme which bought over 150 homes, including some homes for a Housing First service.
Before this, Chris worked for Crisis for over nine years as head of best practice and director of client services development. Before that he worked for MHCLG, Exeter City Council, The Royal Borough of Kensington and Chelsea and London Borough of Southwark in various housing and homelessness roles. His biggest achievement, aside from rejoining Crisis, was in 2011 when he finished in second place in the Inside Housing Rising Stars competition.
Chair, Open Property Data Association
Maria is chair of the Open Property Data Association which she launched after chairing the Home Buying & Selling Council technology group for two years.
OPDA was set up in June 2023 to improve the homebuying experience through digitisation, trust, and interoperability of smart property data.
It is responsible for the development and adoption of open property data standards across industry and government stakeholders.
Representing OPDA’s member firms on the Smart Data Council, Digital Property Market Steering Group and other working groups, Maria promotes a customer-centric, mission-led drive for progress and fosters collaboration.
Maria also provides mortgage transformation services to lenders and tech firms through her consultancy, Digital Cat, as well as being a board adviser to FinTech North and Plotify.
Chief executive officer, SPF Private Clients London
Mark began his career in banking with National Westminster Bank in 1985, before becoming an independent financial adviser. Enjoying the mortgage aspect of the role, he left to become an independent mortgage broker before joining Savills PLC in 1997 as part of the launch team tasked with establishing Savills Private Finance.
Promoted to managing director in 2001, Mark oversaw a period of significant growth and diversification, expanding the business into areas including international mortgages, commercial funding, wealth management and property insurance. In 2011, he led a management buyout and successfully rebranded the business as SPF Private Clients (SPF). In 2022, SPF became part of Howden, the global insurance group.
Mark is an expert in the UK mortgage broking industry with an extensive private client network and long-established relationships with retail lenders and private banks. He specialises in high-value transactions and complex financing arrangements across both the residential and commercial property markets.
A regular commentator on the UK mortgage market, Mark is frequently quoted in the national press.
CEO, Sesame Bankhall Group
Richard joined Sesame Bankhall Group (SBG) as chief executive officer in January 2024.
Bringing more than 20 years’ financial services leadership experience, Richard has established a strong track record for helping businesses evolve and grow, by delivering clear strategies and creating successful partnerships.
Richard joined SBG from Wesleyan Assurance Society, where he held the position of chief distribution officer, prior to which he had led different businesses in HSBC, NatWest and Skipton Building Society.
CEO, Wheatley Group
Steven Henderson joined Wheatley Group in 2013 from the European Investment Bank (EIB). He is a chartered member of the Chartered Institute of Housing and a chartered accountant. He is also a member of Business in the Community Scotland’s Leadership Board and chair of its Scotland Place Steering Group.
Steven has specialised in housing and regeneration throughout his career. At the EIB, the EU’s non-profit development bank, he was responsible for investment of £250 million of European Union Structural Funds, as well as lending activity for the bank in the UK social housing, regeneration, climate change and sustainability sectors. Prior to that, he worked in an advisory capacity supporting the work of numerous housing providers and projects in the UK and internationally.
During his time at Wheatley, the Group has raised more than £1.2bn of private and public finance, which has helped fund multi-million-pound investment programmes in existing homes and one of the UK’s most ambitious social house-building programmes.
Under his leadership, Wheatley is also ‘Making Homes and Lives Better’ for customers across 19 local authority areas in Scotland through the work of the award-winning Wheatley Foundation.
Group managing director, The New Homes Group
Terry Higgins is the group managing director of The New Homes Group, overseeing five new build brands within mortgage services, working closely with housebuilders, lenders, and industry organisations.
A key player in the sector, Terry has built a high-performance team that uses innovation to process high volumes of customer interaction with exceptional customer outcomes.
His team has also developed a unique platform which allows housebuilders to dual-register customers, streamlining a two-way flow of information between the broker and housebuilder.
CEO, Keepmoat
Ian initially joined Keepmoat in 1996, staying with the business for five years.
He then gained valuable industry experience with other major housebuilders before rejoining Keepmoat in 2009 fulfilling a number of different roles including technical director and regional managing director. He was promoted to the role of divisional chairman in 2019 and then chief executive officer in 2025.
Group Chief Executive, Hyde Group
Andy’s career in housing spans more than 25 years. He is currently the group chief executive of the Hyde Group which provides housing and community services to over 250,000 people living in over 125,000 homes across the UK.
As a not-for-profit organisation Hyde specialises in supporting communities via the provision of end-to-end delivery, meaning that it’s reach extends to providing services to schools, colleges and universities, the military, blue light teams and the NHS as well as business to business services to help organisations to thrive.
During his career Andy has held positions including global managing director of real estate and housing at Lloyds Banking Group (LBG). He also spent time as the Lloyds Bank mortgage director and group head of new mortgages and managing director of The Equity Businesses. He worked with the UK Government to bring Help to Buy to market and led strategy, products and propositions to support LBG in maintaining a market leading position in key segments including first-time buyers, new build and buy-to-let.
During his time at Lloyds Andy was the CEO founder of the Housing Growth Partnership, a private equity investment fund, which supports SME housebuilders in accelerating the delivery of new homes and was a lead for diversity and inclusion. Prior to LBG Andy held a number of senior roles in leading UK brands, including Direct Line, Virgin Money, RBS, NatWest and Tesco.
CEO, Paradigm
Bob is founder and chief executive of Paradigm Mortgage Services, Paradigm Protect and MD Paradigm Consultancy, all of which are operating divisions of AIM-listed Tatton Asset Management plc, of which Bob is an executive director.
Tatton Investment Management has grown rapidly to become the UK’s largest discretionary fund manager as part of a comprehensive Tatton Asset Management Financial Services Group. At Homes England, Shahi leads the Social and Affordable Homes Programme. With a £27bn budget he leads national delivery, stakeholder engagement, and transformation initiatives. His career includes progressively senior roles within Homes England and the Greater London Authority, where he has shaped London and national housing policy, managed multi-billion-pound budgets, and built strong relationships across government, local authorities, and the private sector. He is also a board director at Future of London, bringing his experience in place making and the built environment to support their mission. Shahi is also a board member for the Old Oak and Park Royal Development Corporation bringing his skills in regeneration to support the growth of West London.
Chief executive, Home Builders Federation
Neil Jefferson is chief executive of the Home Builders Federation (HBF), having joined the organisation as managing director in January 2020, before being appointed chief executive. He represents the home building industry on the board of the Construction Leadership Council and is also a board member of the Future Homes Hub, where he was a founding director in 2021.
Before joining HBF, Neil was chief operating officer at NHBC, the UK’s leading provider of new home warranties and insurance. Between 2008 and 2016, he was seconded as chief executive of the Zero Carbon Hub, leading collaboration between government and industry to deliver the UK’s ambition for zero carbon homes. Programme director, Green Finance Institute
Ryan is a programme director at the Green Finance Institute, where he leads the Built Environment and Transport Programmes and oversees the Financial & Investment Analysis team. He previously led the team advising the UK Government on implementing the UK Green Taxonomy, through the Green Technical Advisory Group (GTAG) and the Land, Nature and Adapted Systems (LNAS) advisory group. Before joining the Institute, Ryan worked in investment banking at Cantor Fitzgerald and Jefferies, specialising in infrastructure and renewable energy.

Ed Lockhart is CEO of the Future Homes Hub, the organisation which brings together the partnerships needed to deliver on the new homes sector’s climate and environmental plan. Ed is also convenor of the Broadway Initiative, the organisation of business associations working with government and civil society to collaborate on the UK’s climate and environmental goals.
Previously Ed has led major government reform programmes including the Smarter Environmental Regulation Review, worked as an economic adviser in UK government, advised 15 international governments on sustainability issues, worked in the European Commission on trade issues, a New Delhi-based environmental NGO and in corporate finance in the city of London.

Adrian MacDiarmid has been Head of Mortgage Lender Relations for Barratt Redrow since 2008. He works with brokers, lenders and distributors to help improve products, processes and criteria in the new build sector to improve access to home ownership and the customer’s experience of buying a home.
He has 40 years’ experience in the mortgage market and was previously sales director for a new build mortgage broker.
Chief operating officer, Lambert Smith Hampton
Massimo has over 35 years of experience in the real estate industry and joined LSH in 2008.
He was appointed its COO in 2015 and is responsible for the day- to-day operation of the business, business performance and leading LSH’s acquisitions.
Prior to LSH, Massimo had roles at Daniel Smith (now Cluttons) and Legal & General.
He is also a chartered building surveyor, and holds an MBA, ACIOB and is an MCABE chartered building engineer.
Massimo has served as a non-executive director of Network Housing Group and King Street Housing Association.

Ed has been a senior level executive with UK-wide experience within the construction, media and advertising, airline and travel management industries. He spent 12 years at Barratt Developments in two different roles, six years as group sales director but was also an operational sales director for six years within the west London business.
He joined Persimmon Homes in July 22 as group sales director to help shape the overall sales strategy across the group primarily focussing on driving operational efficiencies, leveraging new technologies, improving sales capability, and sharing best practice and driving standardisation across the 29 regional businesses.
Director of corporate finance & company secretary, MTVH
Donald is an experienced corporate financier with over 20 years’ experience in the social housing sector both as s senior leader and NED. He previously worked for over 15 years in investment banking in both the UK and abroad, focusing on accounting, financial modelling and FX trading.
He has been director of corporate finance for MTVH since 2008, a 57,000-unit landlord based in London with an estate covering London and the Southeast, as well as around Cambridge and the east Midlands (Nottingham and Derby).
Donald led teams to raise over £900m in the debt capital markets (bond markets and Private Placements) and over £1.0bn via bank debt. He managed ratings (A- Stable) with both Fitch Ratings and Standard and Poor’s. He also headed up ESG and sustainability initiatives to deliver tangible benefits for the delivery of the green agenda, including Ritterwald accreditation and reduced margins for achieving ESG KPIs.
MTVH is a Preferred Partner with both Homes England and the Greater London Authority delivering over 1,300 new homes in FY26, and is committed to delivering c 6,000 new homes in the next five years to support the government target of 1.5million homes in the parliament.

Andrew is a multi-award-winning finance professional with over 30 years of industry experience, starting in the mortgage industry in 1994, and co-founding Coreco in 2009. As CEO of the Coreco group, he successfully grew the company to become a well-known, dynamic brand, focussing on the overall vision, strategy, and culture of the company.
As Coreco’s media spokesperson Andrew is a go-to expert and can often be seen or heard on TV and radio as well as regularly commenting in the national, local and trade press.
Now in an expanded role with One Dome, he is also the head of One Dome Growth Partners, where as well as looking after Coreco, he heads up the One dome self-employed team and Mortgage Intelligence Network, looking to invest and help grow both self-employed brokers and AR firms in a fresh, dynamic environment.
More commonly known as “Monty” he is author of an acclaimed mortgage blog and the presenter of two well-received podcasts, and is well-known for his social media thought leadership and public speaking, passionate about financial education, mental health and D&I.

For the past five years Andrew has proudly served as chairman of the Association of Mortgage Intermediaries, (AMI) as a cheerleader for the mortgage industry and continues to work at the coal face advising clients.
Executive director, Home Builders Federation
David O’Leary is executive director of the Home Builders Federation, overseeing policy and external relations, including leading on engagement with government. He joined HBF in 2013 and became a board member in 2023. He has led on a range of work, including the development of research and policy measures to address the long-term decline of SMEs in the sector and proposals for initiatives to support first-time buyers. David represented HBF in negotiations with the government on the Building Safety Self-Remediation Pledge, which was subsequently signed by more than 50 developers. He also headed up engagement with the Competition and Markets Authority through the course of its 12-month Market Study on Housebuilding during 2023/24. This work included authoring a 75-year history of the home building industry.
Before joining HBF, David held a range of roles, advising national politicians on housing and culture policy and spent time in local government where he worked on business rate reform, housing policy and government relations.
Group chief executive, Abri
Gary is group chief executive at Abri, a housing association operating across London and the South.
In 2025, founding housing association Octavia joined the group. Abri recently announced partnership discussions with Bath based housing association Curo. Earlier this year, Abri launched its investment strategy, committing to build 20,000 new homes by 2035.
Gary also chairs the Greener Futures Partnership, a consortium of HAs working to achieve net zero for some 320,000 homes across England.
He is also a member of the National Delivery Group (NDG), which convenes the largest developing housing associations.
Chief executive officer, MJ Gleeson
Graham became chief executive officer and was appointed to the board in January 2023. He was previously chief operating officer at Vistry Group, and before that worked as group finance director and subsequently chief executive officer at Galliford Try. Prior to this he was finance director at property investor and developer, Development Securities.
Graham is a chartered accountant and was a partner at EY for seven years providing audit and transaction support for listed and private clients in the real estate, hospitality, and construction industries. He is deputy chair of The Jigsaw Trust, a charity which raises awareness of autism in children and adults and was non-executive director and audit committee chair of Marshalls plc for nine years from 2017 to May 2026.

Jamie is co-founder of Place Base, a consultancy offering strategic advisory services to organisations working in and around the housing industry, specialising in strategy, funding, partnerships and political engagement.
He is also chair of The Housing Forum, the only membership body which represents the whole of the housing supply chain. He has 20 years’ experience working at a senior level in the public and not-for-profit sectors at local, national and regional levels.
He has overseen the completion of affordable homes for over 150,000 people, implemented significant organisational and cultural change whilst increasing customer satisfaction and colleague engagement, personally negotiated multi-billion-pound affordable housing settlements, established a charitable foundation with a business plan to create £1bn of social value in a decade, coordinated strategy, political and media engagement for the G15 largest London housing associations and successfully launched the UK’s first publicly available database of criminal landlords.
Policy manager, Homes for Scotland
David joined Homes for Scotland (HFS) in 2024, bringing almost a decade of experience advising senior politicians in the Scottish Parliament to HFS’ influencing work across policy and regulation. Throughout 2026, he has driven HFS’ work to demand support for first-time buyers to help them get on the housing ladder, resulting in the Scottish Government’s reinstatement of its shared-equity scheme, the First Homes Fund.
His work is focused on evidencing and evaluating the impacts that Scotland’s regulatory landscape and diminishing land supply have on the delivery of new homes across all tenures. He leads on SME home builder workstream focused on securing new, innovative funding streams and planning and consenting reforms which can enable their growth, supporting their critical role the delivery of rural housing and brownfield development.
HFS represents builders of all tenures and sizes, delivering most new homes across Scotland.
Director, Good Place Lettings
Ben started his career in property in East Sussex, working for a small independent estate agent. Having caught the property bug, he moved to London to experience a busier market. Working for one of the capital’s biggest agencies allowed Ben to develop and understand the landlord’s point of view as well the struggles in front of most tenants, especially those in receipt of benefits.
During this time Ben spent time studying to become a member of ARLA. After running one of the central London branches for six years and starting to get lost in the corporate machine, the chance to replicate the Homes for Good model with Good Place Lettings was the perfect role. The model promotes the desire within the market to enable access to the private rented sector for those most in need while helping a whole host of landlords with social aims who need a trusted partner.
Deputy chief executive, Midland Heart
Joe is the deputy chief executive of Midland Heart, a housing association with 34,000 homes and a simple mission to provide quality affordable housing across the Midlands.
He joined the executive in July 2013 following 15 years at PwC working in both public sector audit and advisory, and as a director in the corporate finance government and infrastructure team. As a director of PwC, he acted as lead commercial adviser on major economic, social infrastructure and public and private partnership projects for government across the UK, with a combined value of £1.5bn.
Joe is responsible for the growth strategy of Midland Heart, having delivered over 4,000 homes of new build development and stock acquisitions over the past five years, with a plan to deliver and acquire a further 3,000 by 2030. Joe is also the executive lead for finance and treasury, maintaining a sector-leading credit rating of A1 (Stable).
Joe is also responsible for corporate affairs, working closely with Government; nationally, regionally and locally. Joe is the vice-chair of the Birmingham Social Housing Partnership and is a member of the West Midlands Mayoral Housing Taskforce, having authored a report for the Mayor on pathways to accelerate housing in the region.
Joe is on the executive of the West Midlands Housing Association Partnership and recently spearheaded a new venture called Homes for the West Midlands LLP, a collaboration between regional based housing associations and the West Midlands Combined Authority to deliver additional affordable homes.
CEO, SimplyBiz Mortgages, Omni Mortgage Club and chair of FIBA
Martin is currently CEO of SimplyBiz Mortgages and Omni Mortgage Club and chairman of FIBA, with additional line management of Consumer Credit Centre. He is also executive board member of the services division of Fintel plc and was previously chairman of AMI. He has responsibility for both the day-to-day running of the businesses as well as its future strategic direction.
He has been part of several successful ventures including new start-ups, rebranding and repositioning businesses within both manufacturing and distribution during his 30+ years in the financial services industry. This has included sales, product development, marketing, credit, underwriting and claims management.
CEO, Pocket Living
Paul Rickard is chief executive of Pocket Living, the GLA and Homes England-backed London residential developer, working across affordable, private, rented, and modular-led homes.
A chartered accountant with 25 years’ experience across real estate development, funding and investment, Paul has delivered over £4bn of debt and investment transactions and built resilient platforms for growth.
At Pocket, Paul has led entrepreneurial growth and diversification, delivered a full business turnaround, and positioned the company as a trusted partner of local and central government, sitting on a number of initiatives shaping housing policy, including the London Housing Mission Delivery Board. He also chairs Qflow, a global technology start-up using AI to track materials and waste during construction, helping the sector build it right the first time.
Paul is a chartered accountant by background, with board-level governance experience including current and former non-executive director roles.
CBE, chair, Homes England
Pat was appointed chair of Homes England on 1 May 2025 and is an experienced senior leader in economic development, housing, and property.
She was chief executive of Newcastle City Council for over eight years, where she notably secured the multi-million-pound investment deal to bring Legal & General to Newcastle’s flagship ‘Helix’ development. She led on negotiations to secure a devolution deal for the North of Tyne Mayoral Combined Authority, where she was the first head of paid service. Pat led the city’s response to the pandemic and oversaw the Newcastle COVID-19 Recovery Plan.
Pat is current chair of Newcastle University Council, and was chair of the Government Property Agency from January 2020 – 2025. She is non-executive chair of Metro Dynamics, Economic Consultancy.
She is a former chief executive of the Homes and Communities Agency (Homes England) and former deputy chief executive of the One North East Regional Development Agency. Pat has an honorary doctorate in Civil Law from Northumbria University and is a fellow of Newcastle University. She was awarded her CBE in January 2021 for services to local government and public service reform.

Scott was CEO with Linc Cymru for six years prior to leading the business into a merger with Pobl Group in 2024.
He became the group CEO of the merged business, Codi, which works across Wales, developing and managing homes, regenerating communities and providing care and support services to thousands of people.
He has accumulated over 30 years’ experience within the affordable housing sector, having led mergers, developed new group businesses, transformed business cultures, and delivered financially successful performance through affordable and private sector services.
Scott is passionate about modernising business practice through customer insight and influence to ensure service models and strategic investment mirror the dynamic requirements of society. Harnessing the scalable benefits associated with being a large RSL with the delivery of local, person-centred services, underpins his ambition.
He has served as a chair/trustee for several charities, alongside formerly holding board membership with Community Housing Cymru.
Proposition director, Openwork Partnership
Following seven years working in consultancy and two years at Abbey National, Paul joined Eagle Star in 1997, working on product development and partnership marketing.
Following the business being taken over, he moved to join Zurich, heading up product development for motor and home insurance, before moving into the Zurich Life business in 2004.
The business transitioned to Openwork in mid-2005, by which time Paul was heading up the mortgage proposition. He has continued in this role, although the protection and general insurance proposition have been added to Paul’s responsibilities. He is accountable for delivering the very best proposition in the marketplace to Openwork’s 4,500 advisers.
Chief executive, New Homes Quality Board (NHQB)
Emma Toms joined NHQB in 2021 and was appointed chief executive in March 2024. Prior to this, Emma worked in senior leadership roles across various sectors including housebuilding, automotive and rail, where she developed strategies to place the customer at the centre of business decision-making and transform the end-to-end customer journey. She also has experience as a non-executive director within a large housing association.
CEO, NHBC
Paul Turner joined NHBC as chief executive officer in September 2025. He has significant experience in the insurance and financial services sector, beginning his professional career in 1994 as an underwriter at Mercantile & General before moving to Swiss Re. Over two decades at Swiss Re, he held various senior roles in underwriting, marketing, business relations and regional leadership, including director of division global, Asia (2010–2014). In 2014, Paul joined Just Group plc. He held several executive positions, including group director of business development, managing director of lending, international and development and managing director of retail (2019–2025), where he played a key role in the company’s strategic and commercial growth.
NHBC is an independent warranty provider supporting c.70% of the new build market: As a non-profit distributing insurance company regulated by the PRA and FCA, it is the UK’s largest new home warranty company, covering 1.5m new homes. NHBC’s purpose is quality: Built right, first time, it sets and maintains high levels of construction standards for new homes built by registered builders, and provides construction quality reviews to improve the quality of new homes. Through building control services in England and Wales, it inspects new homes at key stages of construction.

Andrew leads a wide-ranging portfolio that includes repairs and maintenance, neighbourhood services, income, advice and customer wellbeing, and the end-to-end customer experience. He also has strategic responsibility for the group’s regulated care and support services, extra care schemes, supported living and student accommodation portfolio.
Andrew champions place-based delivery, regeneration, and the integration of customer voice into service design and delivery through initiatives such as the Codi Localities model, the Codi Influencers framework and the Green Careers programme – a major new skills and employment initiative designed to create pathways into sector jobs generated through Codi Group’s development and procurement activity. His expertise includes strategic leadership, stakeholder engagement, board governance, customer experience and organisational transformation.

Cath leads Thriving Investments, a niche investment management company solely focussed on the UK Living Sector, which seeks to generate strong returns for its investors alongside the delivery of social impact through creating thriving communities.
