Department for Levelling Up to undertake ‘routine’ review of Homes England
The Department for Levelling Up, Housing and Communities (DLUHC) will be undertaking a “routine” public body review of Homes England.

According to Rachel Maclean, Minister of State for Housing and Planning, said that the review “specifically focuses on the function and form of the agency, outcomes for stakeholders and customers, the operational model, compliance, and the framework in which the agency operates”.

The review will be led by Tony Poulter, who is current a non-executive director for Cubico Sustainable Investments, the Department for Transport and LCR Property. He was previously a partner at PriceWaterhouse Cooper between 1990 and 2016.

The review is part of the Cabinet Office’s Public Bodies Review Programme, which means all government departments have to review the arm’s length bodies (ALB) that they sponsor.

There are around 300 ALBs, employing over 300,000 people and account for over £220bn in public spending.

Maclean said: “The reviews enable us to assess ALB performance and whether they are focussed on the right objectives and spending taxpayers’ money efficiently.”

Homes England is one of the largest ALBs, and the largest in the DLUHC, and was established in 2008 and is responsible for “delivering affordable, quality homes in well-designed places across England”.

The last time the body went through a formal review was in 2016.

Earlier this year, the body unveiled its five-year strategic plan, underpinned by over £16bn in HM government funding, to deliver good quality affordable housing and regenerative towns and cities.
