Poll: Is the government right to tighten licensing for HMOs?

Government plans to extend licensing to all houses of multiple occupation (HMO) with five or more people from two or more households, as well as flats attached to business premises.

Failure to license will result in criminal convictions and unlimited fines for landlords. But are the proposed changes needed?

Government has announced plans to tighten licensing requirements for shared accommodation but are the proposals needed?
