They will both support the lender’s growth, innovation and service delivery under the recently appointed managing director, Nicola Richardson.
Coulson previously worked at Fleet Mortgages’ parent company, Starling Bank, and has experience across risk management, governance, data strategy and operational leadership.
At Fleet, she will be responsible for the lender’s risk framework, using data and insight to drive its growth, innovation and customer outcomes.
Parkes was most recently chief of staff, group operations at OneSavings Bank. He has experience in operational leadership, transformation and mortgage servicing. In his role at Fleet Mortgages, he will be responsible for enhancing its operational performance, service delivery and scalability.
The Fleet Mortgages executive committee now also includes Steve Cox, chief commercial officer, Mark Elliott, chief legal and compliance officer, Chris Bowers, chief technology officer, Diane Mitchell, credit director, Nick Brown, product and propositions director, and Kim Beaven, HR director.

Richardson said: “Since becoming managing director earlier this year, one of my priorities has been ensuring Fleet has the right leadership structure in place to support the next stage of our development. Toni and Andy are highly experienced leaders who bring complementary skills across risk, data, operations and business transformation.

Coulson (pictured, left) said the lender had built a “strong reputation” in the specialist buy-to-let (BTL) sector and she was excited to join at an important stage of its development.
