Estate agent vows to ‘make an example’ of planning authority by continuing build

A rogue estate agent is continuing with his plans to convert a former agricultural property into a residential home, despite having his application rejected.

Scaffolding has been erected around the property on Ringley Road, Radcliffe, on the outskirts of Bury, which is owned by Jerry Huppert.

Huppert ‒ an estate agent at Cityview Estates in Prestwich ‒ had an application to convert the property into a residential property turned down by planners last year.

However, he has pledged to carry on regardless.

Huppert told Bury Times: “Planners cannot do much about it as it’s permitted development and I’ll happily go to litigation and make an example out of the planners trying to abuse their rights and powers.

“I can’t wait to be served notice so I make an example out of them and create a precedent for future developers who are being bullied by local councils.”

The council has confirmed that it is aware of activity on the site, which it is regularly monitoring. It noted that thus far the works carried out, such as remedial drainage, do not require planning permission.

According to reports, local residents are upset about the development, accusing Huppert of “developing the green belt”.
