“Thus penalising the poorer people of society again. People in a certain buying range:

“1. Cannot afford stamp duty (that’s why there is a stamp duty threshold)
“2. Cannot afford to make substantial changes/costs to their property to claim stamp duty relief

“Instead of encouraging energy efficiency it will weaken the housing market significantly.”
